Sisko attempts to bring the Romulans into the Federation conflict with the Dominion.
Sisko instigates a operation to make it look like the Dominion is planning on invading Romulus. I enjoyed the story of Sisko's journey to committing a series of crimes and a major fraud. That Sisko's plan failed but Garak's didn't was a good plot twist. Garak, with all his flaws, and perhaps because of them, was able to do what was necessary to bring the Romulans in by assassinating the Senator and forger. I really liked the fact that the plan succeeded and this is all guilt over the methods and the admission that he could live with it and would do it all again drove that point home.
